JOB OFFER: Environmental Consultant - Readiness GCF 2021-22

PROGRAMME: Enhancing climate action environment with an updated Country Programme, strengthening DAE to develop a pipeline of projects and effectively implement GCF funded activities.

OBJECTIVE OF THE CONSULTANCY:

Within the development of the activities corresponding to the Readiness 2021 program, FYNSA requires the support and advice of an environmental consultant to improve the visibility of the Green Climate Fund in the country, together with leading the formation of a portfolio of projects with climate change mitigation and/or adaptation objectives.

SPECIFIC OBJECTIVES:

  • Analyze the process for obtaining the Non Objection Letter (NoL) and the updated Country Programme (CP) for Chile to identify inconsistencies with FYNSA's manuals, policies and procedures.

  • Align FYNSA manuals, policies and procedures for GCF projects with the updated NoL and CP.
  • Design a work plan (Entity work programme) for FYNSA as DAE, so that it can engage with the climate finance programming process for the TS, including:
    1. Development of meetings, trainings and discussion and planning instances to exchange knowledge on climate action.
    2. Identification and systematization of possible adaptation and/or mitigation projects to be included in the Entity Work Programme (This should be aligned with points 6, 7 and 8 below, and should address a minimum of 5 to a maximum of 10 projects).
    3. Incorporation of the Entity Work Programme into the Country Programme.
  • Implement the work plan and support FYNSA's participation with the TS.
  • Conduct 3 trainings for stakeholders (approximately 15 representatives of different entities, both public and private, and representatives of civil society) on GCF processes, policies and procedures, financial mechanisms and other instruments.
  • Identify potential project ideas for the project portfolio.
  • Develop the criteria, methodology and process for project prioritization.
  • Evaluate and prioritize a list of projects and/or programs, according to the climate priorities described in the NDCs, National Adaptation Plans, Long Term Climate Strategy (LTCS) and other national strategies and plans.
  • Advise project developers to complete the Technical Background Form (FAT or TBF) for private sector projects and/or programs to be submitted to the GCF (2 projects), including:
    1. Evaluation of the project to determine its eligibility for TBF.
    2. Review of TBF drafts.
    3. Financial and climate advice.
    4. Complete the Technical Background Form (TBF) for private projects/programs to be submitted to the GCF.
  • Define and design two projects/programs for the private sector and develop their corresponding Concept Notes for submission to the GCF. The development of the Concept Notes should be aligned with the FYNSA GCF Project Manual.
  • Validation of Concept Notes.
  • Support the development of the EDA pilot program (in coordination with the mitigation, adaptation and finance consultants hired to design the EDA program):
    1. Oversee and approve the analysis of the new mitigation guidelines and targets of the NDC 2020, ECLP and Regional Climate Change Action Plans.
    2. Oversee and approve the analysis of the new adaptation guidelines and objectives of the NDC 2020, ECLP and Regional Climate Change Action Plans.
    3. Supervise and approve the gathering of information (primary and secondary) of technical feasibility or pre-feasibility studies of the measures to be financed on which the development of the EDA proposal can be based.
    4. Co-design a DAE oversight mechanism to ensure effective delivery of funds.
    5. Coordinate the development and formulation of the Concept Note proposal for the EDA pilot program in Spanish and English, with supporting documents.
    6. Review and consolidation of the concept note of the EDA program, its components and subprojects, which should seek a balance between climate change mitigation and adaptation projects, with a subnational approach.
    7. Support the definition of project operation guidelines under the EDA.
