Job Offer: Climate Change Adaptation Consulting - Readiness GCF

PROGRAMME: Enhancing climate action environment with an updated Country Programme, strengthening DAE to develop a pipeline of projects and effectively implement GCF funded activities.

 

OBJECTIVE OF THE CONSULTANCY:

Within the development of the activities corresponding to the Readiness 2021 program, FYNSA is seeking a climate change adaptation consultant to support the development of a Concept Note to access the Enhancing Direct Access program of the Green Climate Fund (GCF), defining the program structure and governance, and allowing the evaluation and selection of specific subprojects to be financed by the GCF to be carried out at the national level with the participation of FYNSA as a key actor in the process.

 

SPECIFIC OBJECTIVES:

  • Analyze the adaptation measures proposed to meet the objectives of Chile's NDC 2020; understanding what actions have been and will be carried out to address the goals of each of these objectives, along with the training of the actors involved in their development.
  • Analyze other strategies, plans, studies related to NDC adaptation measures that strengthen the design of the EDA program.
  • Make a selection of measures with the potential to be financed, based on the defined criteria and selection process.
  • Collect and reinforce information (primary and secondary) from technical feasibility or pre-feasibility studies of the measures to be financed on which the development of the EDA program proposal can be based.
  • Analyze the pre-feasibility of implementing adaptation measures for the EDA program.
  • Define measures, solutions, and/or technologies for adaptation project typologies for the EDA program.
  • Design, coordinate and execute five workshops, which will include the participation of various relevant stakeholders, such as the private sector, project developers, academia and/or civil society representatives.
  • Description of the EDA program, its components and subprojects in the area of climate change adaptation.
  • Review international experiences of EDA or similar programs to gather recommendations for the preparation of Chile's EDA. At least the experience of the GCF Subnational Climate Fund project, in which Chile participates, should be considered.
  • Define operating guidelines for climate change adaptation projects.
  • Define the governance and decision-making process to evaluate and select activities/subprojects in the area of climate change adaptation to be included in the EDA program.
  • Design a monitoring and evaluation mechanism for the Accredited Entity (FYNSA) to ensure the effective delivery of funds.
  • Develop and formulate the concept note for the EDA pilot in Spanish and English, with the respective supporting documents. This Concept Note will be developed in conjunction with other consultants working in the context of Readiness 2021.
