PROGRAMME: Enhancing climate action environment with an updated Country Programme, strengthening DAE to develop a pipeline of projects and effectively implement GCF funded activities.

OBJECTIVE OF THE CONSULTANCY:

Identify and formulate public projects or public-private partnerships to apply to the GCF within the framework of priority climate lines, strategies or programs for the country.

SPECIFIC OBJECTIVES:

1. Development of a national portfolio of projects from evaluated and prioritized investment ideas, based on the No Objection process.
2. Development of two Technical Background Forms (FAT) for public projects.
3. Develop two concept notes for public projects resulting from a balanced portfolio in terms of the number of mitigation and adaptation projects/programs and aligned with the sectors/industries described in the updated NDC.
4. Manage the approval and compliance with the No Objection process for projects applying to the GCF with the delivery of No Objection Letters.
5. Support the Focal Point (FP)/Designated National Authority (DNA) of the Ministry of Finance.
